Reproduction number (basic) shows the transmission potential of a disease. It is the average number of secondary infections produced by a single infected subject. It disregards the immunity , and assumes all population is susceptible ( likely to become sick with disease).
Effective reproductive number (Re) Shows actual transmission rate of the disease. It is the average number of secondary infections produced by a single infected subject. Immunity & disease suppression measures are reflected on effective reproduction number. When Re<1 there will be decline in number of cases
